DETCOG Honors Collins With Founders Award

As part of its celebration of 50 years of service, the Deep East Texas Council of Governments first Founders Award was presented to Newton County resident Sam Forse Collins.  The presentation was made by DETCOG President Lynn Torres at the agency’s Membership Meeting Thursday in Lufkin.  Collins was elected to the Texas Legislature in 1958 and served until 1965.  He was the driving force behind the creation of Toledo Bend Reservoir.  Collins represented Newton County and the Sabine River Authority on DETCOG’s original Board of Directors and Executive Committee.  He later served as Executive Director of the Sabine River Authority.  “He was there when it was formed, and he remained active in DETCOG for many years,” said Torres.  Collins earned the President’s Award in 1982, and was presented the Ralph Steen East Texan of the Year Award in 2003.
